Southwest Orem area planning (Geneva Road and temple site)

Staff asked whether the city should revisit general plan designations in the southwest area now that an LDS temple is planned there. After an online neighborhood meeting in May 2020 (2,600 notices sent, 34 residents attended), a survey favored a staff 'Option 2'; Mayor Brunst said he liked it with some adjustments. No plan change had been adopted as of May 26, 2020.

Southwest area planning near the planned LDS temple (work session)

    Discussed

Staff asked whether the council wanted to alter earlier approved plans for the southwest area given the announced temple site, and showed concept options including a trail network. City Manager Jamie Davidson said changing density would require updating engineering studies, master plans, the General Plan and impact fees, a process that could take over a year. Mayor Brunst said the discussion should wait for confirmation from the church about the temple. Council Member David Spencer said the city should also plan for areas that may be annexed in the future. No action was taken.

Southwest Orem general plan options near the temple site (work session)

    Discussed

Bench said the question was whether to keep current zoning or consider other options now that a temple is coming. Realtors consulted by staff suggested commercial potential if density changes. Staff said changes would require updated impact fee studies, redesigned sewer lift stations and 6 to 12 months of hearings. Mayor Brunst wanted resident input and a neighborhood meeting and a look at what other cities did around temples. Council Member Brent Sumner said he was not excited about high density and wanted more information; Council Member Terry Peterson agreed with Sumner. City Manager Jamie Davidson said property owners were calling about developing in ways inconsistent with the General Plan. The council agreed to a neighborhood meeting.
