Palisade Drive traffic calming
Speed tables were installed with choker islands (bulb-outs) on Palisade Drive to replace older speed bumps. After resident objections and a survey, the council voted 6-0 on April 12, 2022 to remove the bulb-outs and delineators while keeping the speed tables.

Palisade Drive traffic calming (work session)
Discussed
City Engineer Sam Kelly said about 20 years ago residents asked for speed control and nine speed bumps were installed; recent complaints included trouble for emergency vehicles. After an open house, the city chose speed tables and raised crosswalks with choker islands. A resident who helped pay for the original bumps asked the city to keep its pledge to maintain them. Resident Bruce Cameron said cyclists are pushed into the lane by the choker islands, said more than 100 neighbors share the concern, and asked the council to keep the speed tables but remove the chokers. Council Member David Spencer asked whether the chokers could be removed while keeping the white poles on them. The council decided on a broader survey, and Development Services Director Ryan Clark said the city's contracted PR firm could gather opinions door to door.

Remove bulb-out traffic calming devices on Palisade Drive and 500 East
Approved · 6-0
Mayor Young said the council concluded the bulb-outs should be removed while keeping the speed tables. City Manager Jamie Davidson said all bulb-outs, including the attached delineators, will be removed and speed-mitigating striping may be explored. Council Member Terry Peterson relayed a concern that only two of the 13 questions in the city's neighborhood survey concerned the devices and said council should review such surveys beforehand. Council Member Jeff Lambson asked about signs discouraging mall traffic on neighborhood streets.
