UDOT 1600 North project update (work session)

    Discussed

A UDOT consultant described the state environmental study of roadway improvements on 1600 North in Orem and Lindon from 1200 West to State Street, covering the preferred alternative, streetlights, possible noise walls and storm water. Next steps: impacted property owner meetings in November 2022, publication of the study and a public hearing and comment period in December 2022, and a decision document in February 2023. City Manager Jamie Davidson said the legislature appropriated funds but about $15 million more is needed, while the consultant put the shortfall at $25 million to $30 million; Mr. Davidson said UDOT had reallocated $40 million earlier set aside for the project. He asked the council to send a letter confirming continued support.

1600 North widening design update (UDOT)

    Discussed

UDOT representatives said the project will widen 1600 North to a five-lane cross section with bike lanes from I-15 to State Street, generally to the south, requiring 34 property acquisitions. Design is 60 percent complete, with construction expected to start in spring 2025 and last about two years.

1600 North nighttime construction exemption request

    Discussed

UDOT and the city asked to allow overnight work on the 1600 North widening, which city code restricts near homes from 10:30 p.m. to 7 a.m. UDOT said almost all of 33 homes have been purchased, it wants funding in place by April 1 to bid, and night work would save at least a year.

Reappointment of Madeline Komen to the Planning Commission, with other consent items

    Approved · 6-0

A motion to approve all consent items (minutes, four Events Advisory Commission appointments, Komen's reappointment, and the 1600 North nighttime construction resolution) failed 2-4 among council members. Council Member Chris Killpack then moved to table Komen's reappointment and approve the rest. Killpack, Macdonald, Lambson and Gale said they wanted to review the process for planning commission appointments, not Komen's service; Killpack and Gale said they wanted earlier notice of expiring terms and a way for all members to propose names, and Lambson wanted to review the process with staff. Millett and Spencer said a routine reappointment of the chair should not be delayed and that process changes could follow. Community Development Director Gary McGinn praised her work. The motion to table failed, and the council then approved all consent items, including the reappointment and the 1600 North resolution.

Moved by Council Member Tom Macdonald, seconded by Council Member David Spencer; earlier motions by Council Member Millett (seconded by Spencer) and Council Member Killpack (seconded by Macdonald). Vote: Consent approved 6-0; Mayor Young also voted yes. Earlier: first consent motion failed 2-4 among council members (Mayor Young yes); motion to table 1-5 among council members (Lambson yes)

    1600 North noise wall

    Discussed

UDOT consultant Diego Carroll and Eric Rasband said the 1600 North widening project is ready to advertise for bid within a couple of months, home sales are being finalized before demolition, and the environmental study calls for roughly 9-foot concrete noise walls for the remaining adjacent homes, whose owners responded positively. Orem decided not to put a noise wall in front of Bonneville Park. The expansion extends east of State Street without closing businesses.

Surplus declaration and sale of nine properties to UDOT for 1600 North widening

    Approved · 6-0

City Attorney Steve Earl said eight of the nine properties are homes the city bought with corridor preservation funds from Utah County and the ninth is a portion of Bonneville Park, which will be sold to UDOT at fair market value. Accumulated rent will be returned to the county after the city deducts its expenses. No one commented at the public hearing.

Moved by Council Member David Spencer, seconded by Council Member Chris Killpack. Vote: 6-0
