Heritage Park water tank
A 10-million-gallon buried concrete water tank, about 320 feet across and 21 feet high, on 4.1 acres at 400 South and 400 West, with a pump station and well house and, on top of the tank, the future Heritage Park. Construction began in January 2023; earlier targets of June and August 2025 passed without completion. The project team's Oct. 16, 2026 update describes ongoing drilling and concrete pours expected through Oct. 26, electrical work, planned pump-station and well-house foundations, and a sidewalk replacement on 400 West due to reopen by Oct. 26. It says the park on top of the tank is closed until further notice because there is no safe passage to its entrance. The tank's commissioning date and the park's opening date have not been announced.

City manager report: live streaming, Hillcrest Park demolition, Heritage tank bids, 1600 North
Discussed
Mayor Young said parts of the previous two meetings were not live streamed to avoid a possible violation of Utah Code 20A-11-203; the meetings were recorded and videos can be requested from the city recorder. Mr. Davidson said Hillcrest Park demolition was under way using public works crews, and that bids for the Heritage Park water tank closed with pricing better than estimated and contract work would begin soon. He said UVU had received $20 million from UCCU to build a soccer field. The 1600 North widening from three to five lanes has appropriated funds that are not enough and is dropping on UDOT's priority list; he proposed a letter to UDOT.

City manager report: Heritage well, Nov. 9 meeting, IT passwords
Discussed
Mr. Davidson said drilling had resumed on the Heritage well. He said the November council meeting would move from Election Day to Nov. 9 and that, because Orem has a question on the ballot, results must be formally canvassed within 14 days of the election.

City manager report: Heritage water tank, Hillcrest Park, student housing age limits
Discussed
City Manager Jamie Davidson said the bid for the Heritage water tank at 400 South 400 West would be released Sept. 19 to pre-qualified bidders with about six weeks to bid, and that well drilling had been delayed because the required gravel failed testing and a replacement rig had to come from Wendover. He said Hillcrest Park would be bid in two phases, with the demolition package going out Sept. 29. On a resident concern about The Greens student apartments, he said the manager confirmed all tenants are UVU students and agreed to hold future leases to an age limit of 30; about 20 of 1,600 tenants are over 30. Council Member LaNae Millett recalled the project had been approved for people 30 and under.

Ten-million-gallon water storage tank and utility bond (work session)
No action
Public Works Manager Chris Tschirki said Vineyard decided to build its own tank, so Orem will build one at the Community Park property, which has a conservation easement requiring the area be restored; the Public Works Advisory Commission approved the location. The cost, with a well and replacing a park pavilion, is targeted for bonding. Financial advisor Laura Lewis said the city would use about $17 million of cash to lower bond rates. The council generally favored the location and the bond process.
