    Discussed

Public Works staff reviewed the culinary water master plan, the need for future tanks, bonding, possible tank locations and construction and maintenance costs, and said two neighborhood meetings were planned. Members discussed when to engage the public, the pros and cons of each site, effects on water rates and safety of children walking to school during construction. The City Manager said the state has flagged the need as a deficiency and noted an agreement with federal land funds requiring the park remain open space.

Work session: Water tank site status

    Discussed

Public Works reported on a February 18 neighborhood meeting about possible tank sites. The mayor said Alpine School District would not allow the two ballfields west of Orem Elementary to be used, so that option is gone. Staff described continuing talks with the owners of two privately owned properties, one of them possibly needing a price increase and appraisals, and another under contract whose owner is willing to consider extensions. Members discussed accommodating Mountain View High School baseball fields. The City Manager said the city must work with the school district first. The council unanimously agreed to take one privately owned property off the table.

    • Option removed: school district ballfields (not allowed by district)
    • Option removed by unanimous council agreement: one private property proposal

Work session: Holiday fireworks, water tank property and fraud risk

    Discussed

The fire chief said the department does not recommend a citywide fireworks ban because only a few areas, such as the east bench, Vineyard and Lindon, are major fire hazards, and extra patrols and crews will be ready. The City Manager showed examples of garden-style uses for the water tank property, and the council said it was in agreement on the project. The finance director handed out a fraud risk questionnaire, prompting discussion of a possible fraud hotline.
