Curtis Minor, for the applicant, proposed a five-story mixed-use building with 31 units on 0.84 acres; one unit could later convert to commercial. The area is designated for 250 housing units, 74 of which are used, leaving 176. City Engineer Lorin Powell said the current access road limits the area to 50 units without another access point. Council members worried about using scarce density in the transit-oriented zone on one small site ahead of the city's station-area study; the developer said it had worked to comply with current zoning. A motion by Council Member Condie to approve as presented (with an open-space assurance) failed 2-3. A second motion by Council Member Hancock approved the concept with a cap of 25 units (reduced from 23 during discussion), with the council willing to reconsider if traffic or other studies support 31 units. Council Member Stallings suggested four levels instead of five.
