Assistant City Administrator Cameron Boyle presented the history and options. Option one, full buildout with paved parking, restrooms, food service, rentals, beach, grass and piers, would cost about $10.1 million plus a $10-12 million pipeline to store water. Option two drops the through road and has a parking lot, foot access, a trail around the reservoir and a restroom, for about $2 million. Option three is a parking lot and foot access with no fishing or restrooms, about $200,000 plus pit restrooms. Members discussed staffing and maintenance, water and emergency access, safety, evaporation and seepage, circulation, and irrigation company agreements, and said cost and water availability must be settled before choosing amenities.
