Planning commission recommends against Tapley rental townhomes downtown, backs Logan annexation zoning
October 8, 2026, 7:00 p.m. · Lehi City Council Chambers, 131 N. 100 E.
The Lehi Planning Commission on Oct. 8 recommended against the Tapley Project, which would add four rental townhomes behind an existing house at 58 S. 300 West, because the Mixed Use zone now requires some ownership housing and non-residential space; commissioners suggested the council consider a development agreement instead, according to the city's project page. They recommended R-1-22 and TH-5 zoning for the 2.68-acre Logan annexation at 1300 South and 1700 West and heavy commercial zoning for 0.72 acre at 802 W. State Street, and approved a concrete building exception for Moto United's second phase. Council hearings on the recommendations are set for Oct. 27.

Agenda, item by item
Item 3.1 · Annexation
Logan annexation zoning, 2.68 acres at 1300 S. 1700 West
Recommended for approval
Danny Logan asked for R-1-22 (half-acre) zoning on 0.5 acre and TH-5 on 2.18 acres of a county island at the southwest corner of 1300 South and 1700 West, consistent with its VLDRA designation. The council accepted the resolution of intent Sept. 22. The DRC noted water has already been dedicated for the R-1-22 portion, that Dry Creek must be dedicated to the city when the land develops, and that 1700 West is a minor collector with protected bike lanes and the Dry Creek trail runs on the south end. Engage Lehi reports a positive recommendation, with council action set for Oct. 27.
- Applicant: Danny Logan (Tony Trane present at DRC)
- Acres: 2.68 (0.5 R-1-22, 2.18 TH-5)
- General Plan: VLDRA
- Dry Creek to be dedicated at development
- Council resolution of intent: Sept. 22, 2026

- Applicant: Lawrence Snow
- Acres: 0.72
- Mixed Use → Heavy Commercial (C-H)
- General Plan: Heavy Commercial
Item 3.3 · Development
Moto United Phase 2 building materials exception, 450 Millpond Drive
Approved
Colby Anderson asked for an exception to use concrete as the primary building material for Moto United's second phase, the same exception granted for the first building. Engage Lehi reports approval.
- Applicant: Colby Anderson (Moto United)
- Exception: concrete as primary material
Item 3.4 · Development
Tapley Project concept, four townhomes at 58 S. 300 West
Recommended for denial
Tapley Mitchell (J Tapley Ronald Mitchell) proposed four three-bedroom, 1.5-bath rental townhomes, each with one covered parking space, behind the existing home in the downtown Mixed Use zone, keeping the existing structures. Recent code changes require 30 percent of housing in such projects to be platted for individual ownership and 50 percent of finished floor area to be non-residential, so the all-residential rental plan does not meet code without a code change or development agreement. Engage Lehi reports a negative recommendation, with the commission recommending the council consider a development agreement. Council action set for Oct. 27.
- Applicant: Tapley Mitchell
- Units: 4 rental townhomes (3 bed, 1.5 bath)
- Zone: Mixed Use (Downtown)
- Code: 30% ownership units, 50% non-residential floor area required
