Lehi council revokes Corner Shop business license after police sting, approves Garden Park zone change

January 28, 2025, 5:30 p.m. · Council Chamber, 153 N. 100 East, Lehi

The council unanimously revoked the business license of City Corner Shop LLC at 147 East State Street after a hearing in which police described sales of vaping products and THC edibles to minors; the owner's attorney had said the license would be surrendered. The council also approved the Garden Park zone change on 1.29 acres, preliminary approval of a 14-lot Ivory Homes subdivision, a barbed wire fencing update and a pressurized irrigation rate study contract. A Cardenas zone change was pulled because the applicant was absent.

Hearing on revoking the business license of the Corner Shop

    Approved · 5-0 · 147 East State Street

City Attorney Ryan Wood said the owner's attorney had notified the city of a voluntary surrender, which city code does not provide for, so the city made a record. Assistant City Attorney Craig Chambers cited four grounds under municipal code 4-1-6: the license should not have been issued, refusal to cooperate with inspections, nuisance or danger to community health and safety, and violation of law. He said the application stated no vape or tobacco sales, yet the store operated as a smoke shop within 1,000 feet of a school. Police Sgt. Lewis described a four-day sting in which minors as young as 14 left the store with vaping products and THC edibles without being asked for ID, two search warrants and about $13,000 in seized products, and citations to two clerks. No one spoke in defense. The council revoked the license with added findings from Council Member Paul Hancock that applicants twice denied it would be a smoke shop and that about 90% of patrons observed during the sting were juveniles.
