Administrative report: pedestrian access to Family Park

    Discussed

Community Development Director Kim Struthers said the city is negotiating six-foot-wide pedestrian access points into the eastern portion of Family Park with adjacent property owners, which will need an amended plat and a Planning Commission hearing on Jan. 23.

  3. Item 3.2 · Other

Consent agenda: purchase orders and minutes

  4. Item 4 · Contract

Resolution 2025-02: sewer main lining agreement with C&L Water Solutions

  5. Item 5 · Roads and utilities

Resolution 2025-03: Willow Park box culvert agreement with Geneva Rock

    Approved · 4-0 · Willow Park

Allred said the project removes a 60 or 72-inch steel pipe installed at reverse grade that backs up the waste ditch during runoff, replacing it with a box culvert matching others in the ditch to lower the flow line and improve flood control.

    • ContractAmount not given to Geneva Rock Box culvert at Willow Park waste ditch

Moved by Council Member Paul Hancock, seconded by Council Member Paige Albrecht. Vote: 4-0 with Council Member Chris Condie absent

  6. Item 6 · Parks

Resolution 2025-01: second amendment to Utah County agreement for the Dry Creek Lake Regional Recreation Area

    Approved · 4-0 · Dry Creek Lake

City Engineer Lorin Powell said the project includes restrooms, a four-plex and fishing areas, has flood control as its primary purpose, and is funded by the county's tourism tax. The minutes record the council approving 4-0, but the motion text printed under this item refers to Ordinance 67-2024 and appears to be a transcription error.

    Approved · 4-0 · Flight Park Road

Ordinance 01-2025: Gordon zone change, 860 North 2300 West

    Approved with conditions · 4-0 · 860 North 2300 West

The applicants asked to rezone 1.63 acres from A-1 to R-1-22 and Neighborhood Commercial, allowing a residential lot at the back and keeping the front for a possible daycare. A prior development agreement limits the commercial use to a daycare. Council Member Michelle Stallings raised safety concerns about the flag lot and was told it would meet standards and give better fire access. Trailer storage on the property is out of compliance and must be corrected before the zone change is recorded.

The mayor noted gaps between parcels in the Family Park area and suggested consolidating them. A small pedestrian access parcel still being resolved was excluded.
