Candidate financial disclosure rules
Discussed
Council Member Paul Hancock proposed requiring candidates to disclose finances seven days before ballots are mailed, to show voters where money comes from and how it is spent; the city attorney said state law supports it. Council Member Katie Koivisto worried disclosure could expose a campaign's strategy and preferred the current rules. Council Member Paige Albrecht said the information is public for a reason, and Council Member Chris Condie had no objection. The mayor asked for a resolution to be prepared.

Placed on hold until the end of the meeting. The minutes then record a motion to grant preliminary and final approval of a 35-unit townhome PUD on one lot, with fencing similar to an existing concrete fence for an adjacent neighbor, and a unanimous roll call. The same item, with the same fence condition, appears again on the Sept. 28 agenda, so the Sept. 14 result should be checked against the video.

Item 9 · Zoning
Carla's Cove zone change (Ordinance 39-2021)
Tabled · 5-0
Applicants Matthew Jorgensen and Jason Rickards sought to rezone 2.82 acres from A-5 to R-2. Council members asked about twin homes on single lots and whether the applicants had considered only single-family homes; the applicants said they had run out of frontage and the requirements limited their options. Two residents raised traffic and child-safety concerns and asked for single-family lots. The city attorney noted the concept is an administrative decision and the zoning is legislative. The council tabled the zone change.
- Acres: 2.82
- Zoning: A-5 → R-2 (requested)
Item 10 · Subdivision
Carla's Cove concept plan
Tabled · 5-0
A public comment cited more accidents and children in the area now that Main Street has been widened. The council tabled the 6-lot concept.

Item 11 · General plan
Johnson general plan amendment (Ordinance 40-2021)
Denied · 5-0
Applicant Kraig Johnson sought to change 4 acres from low density residential to high density residential, both with a neighborhood commercial node overlay, and said the land had been sold to the city under eminent domain. Economic Development Director Marlin Eldred said the city bought it below fair market value at low density, with pressure for the powerline portion, and that the owner was compensated accordingly; Johnson said all of his property was high density when purchased. Council Member Mike Southwick said infrastructure there would not support the change. The council denied the request with a finding that infrastructure will not support high density.

Council Member Chris Condie was excused for the item and did not vote.
- Conditions: show progress by April 1, 2022; extension possible to October 1, 2022

Another speaker wanted lower buildings nearest the hill, and Rob Ludlow asked about park impact fee use, amenities and safe egress on Flight Park Road. Council Member Paige Albrecht asked about an updated traffic study, and staff said the developer was requesting a reduction standard and that a parking study is also needed. The council approved with conditions that the developer conduct the wind study, coordinate ingress and egress to phase units, and work with staff on issues as they arise.
