The Lehi City Council, meeting online, set rules allowing storage containers on residential lots of at least 10,000 square feet, approved a 3-lot commercial subdivision at Innovation Pointe with a block-length exception by a 3-2 vote, and renamed part of Holbrook Way as Miller Campus Drive. It also approved a short-term rental parking requirement, a budget amendment and fee schedule changes for Willow Park. Albrecht and Koivisto voted no on Innovation Pointe Phase 2.

Item 2.1 · Parks
Willow Park update
Discussed
Parks Manager Steve Marchbanks said reservations will start soon, plans include designated camping and large-group areas, a dog park, a canoe and boat launch and more fishing, and improvements will be phased as budget allows; irrigation will be the costliest, and grants are available.
Item 2.2 · Parks
PEC contract for parks design update
Discussed
Marchbanks said the Family Park concept submitted with the request for proposals was inaccurate and will be redesigned with the Parks, Trails and Trees Committee and council approval. A Mellor Rhodes Park design with soccer, baseball and other amenities will be built in phases; parks impact fees will help but more funding is needed, and Council Member Paige Albrecht said the committee applied for grants.
Item 2.3 · Contract

Mayor Mark Johnson said the council will revisit the contract at a future meeting because of concerns over naming rights for parks and ball fields and legal challenges.

Kent England, for the applicant, and Community Development Director Kim Struthers discussed a curve in the street caused by topography; England said the Hales Engineering traffic study shows the alignment works and they hope to buy land to straighten it, and Struthers said the road is not expected to carry high volume. The council approved the plan with an 11.5-foot exception to block length. Albrecht and Council Member Katie Koivisto voted no; the minutes record no reasons.

Street name change: southern Holbrook Way to Miller Campus Drive (Resolution #2020-40)
Approved with conditions · 5-0
Dan Kohler, for the property owner, said the name honors the Miller family's contributions to Intermountain Healthcare and that the owner will be first to develop along the road. Koivisto's motion conditioned approval on notifying Holbrook Farms residents and failed for lack of a second after Council Member Paul Hancock withdrew his second, saying nobody lives on the road. Hancock's replacement motion recommended the applicant notify residents through its standard public relations process.

A resident wrote online asking the council to drop the Planning Commission's recommendation limiting container-shed conversions to larger lots, saying containers hold value and cost less than wooden sheds. Struthers said commissioners worried large shipping containers would not fit on small lots, and that buildings can cover no more than 30 percent of a backyard. Council Member Chris Condie found standard containers are 20, 40 or 53 feet long and 8 feet wide. Hancock's motion, as amended, allows 20-foot containers on lots of at least 10,000 square feet and larger containers as in the proposed amendment.
