The Lehi City Council approved a development agreement with Ivory Homes, a rezone from TH-5 to R-3 on about 5.3 acres at 700 South 1900 West, and preliminary plat approval for a 59-unit townhome project, each by 4-1 or unanimous votes as noted. It also changed the land use designation for 3.09 acres at 225 South 600 East from low to high density residential, 4-1. Agenda, item by item
Item 2 · Presentation
Tour of Spanish Fork fiber network and fiber consultant discussion
Discussed
In the pre-council session the council toured Spanish Fork's fiber network department. Later David Maughan, who described his background in fiber networks, answered questions and said he would be willing to act as a consultant as Lehi studies providing fiber to residents. Council Member Paige Albrecht joined the meeting at 7 p.m.
Item 4 · Parks
Administrative report on open space grant
Discussed
Staff said the Planning Department is identifying possible areas, such as a farm, canyon areas and land along Dry Creek, for a matching grant to preserve open space, with an application planned soon. A legislative update mentioned amendments to the Property Ombudsman Office.
Item 5 · Development
Development agreement with Ivory Homes for the Jonsson mink farm property (Resolution #2020-09)
Approved with conditions · 5-0
The agreement follows December approvals tied to the former mink farm property and amendments to the Holbrook Farms and Ivory Ridge area plans. Brad Mackey of Ivory Development said the company wants a setback exception to accommodate rear-loading garages. A resident said the trail amenity falls short of the amenities being lost and worried the city was being taken advantage of; another asked for adequate parking and that the fence stay. Mackey said Ivory must buy trail rights and transfer an easement, will keep the fence along the north, and exceeds minimum parking. Council Member Chris Condie said the deal lets the city secure right of way for a cycle track and turn on the Sports Park lights. Koivisto called it a bad deal and said she was concerned about how the property owner had been treated, while acknowledging Ivory met the code. The council approved it with a requirement that the fence along the north side stay in place.
- Applicant: Ivory Homes
- Added condition: existing fence along the north stays
Item 6 · Zoning
Jonsson Park Towns zone change, 5.3 acres, TH-5 to R-3 (Ordinance #09-2020)
Approved with conditions · 4-1
The applicant, represented by Brad Mackay, renamed the project The Towns at Snow Springs. A resident said the rezone is no betterment, asked for a traffic study at 700 South and 1700 West, called the site an island and questioned school-enrollment estimates. City Engineer Lorin Powell said sewer and water have capacity; Kim Struthers said 1700 West and 700 South are collector streets built for about 7,000 trips and carry well below that. Koivisto said the site lacks mass transit access and does not fit Lehi's zoning goals, and objected to how public input was handled. Struthers said the general plan was already amended in December. Mayor Mark Johnson said years of neighbor concerns about the mink farms were also public input and that he made sure the project would not overwhelm infrastructure. The motion was amended to add findings that the zoning enables the 700 South cycle track, part of the powerline trail and the ballpark lights.
- Acres: 5.3
- TH-5 transitional holding → R-3 high density residential
Item 7 · Subdivision
Jonsson Park Towns preliminary plat, 59 units
Approved with conditions · 4-1
Mackey said a traffic study showed minimal impact. A resident said the city was not getting fair value for the amenities exchange. Struthers said the right of way and trail construction were judged important enough to be used in place of other amenities.
- Units: 59
Item 8 · General plan
Pine Springs general plan amendment, 3.09 acres, low to high density (Ordinance #10-2020)
Approved with conditions · 4-1
Applicant Dan Ford, representing the property owners, said high density would be a good buffer and described it as workforce housing, not affordable housing. Koivisto said high density can work but not here given surrounding zones. A neighbor to the south asked for a privacy fence, a relocated access road and consideration of a sidewalk's effect on her property. The owners' family said they sought commercial zoning earlier, which was not recommended, and agreed with the Planning Commission that higher density makes a buffer. Neighbors to the east supported the change and hoped their land could later be considered for higher density. Ford agreed to a privacy fence but did not want approval tied to road placement. City Attorney Ryan Wood suggested tying a developer's agreement to the zone change. Council Members Hancock and Mike Southwick said it transitions from commercial and is near freeway access.
- Acres: 3.09
- Low Density Residential → High Density Residential
Item 9 · Development
Pine Springs concept plan, 36 units
Withdrawn
Ford said the concept plan has changed and withdrew the item until an updated plan can go back to the Development Review Committee and Planning Commission.
- Units: 36
Item 10 · Subdivision
Hooke Vista preliminary subdivision, 13 lots
Approved with conditions · 5-0
The applicant's representative said they will work with neighbors on a precast concrete wall and with Lehi Irrigation to pipe the ditch.
- Lots: 13
Item 11 · Annexation
Jacketta M. Clark Annexation intent to annex, 12.29 acres (Resolution #2020-10)
Approved with conditions · 5-0
The council approved the resolution of intent to annex with proposed R-1-22 zoning.
- Acres: 12.29
- Proposed zone: R-1-22
Item 12 · Subdivision
Madison Meadows Plats A and B revisions, additional lots in lieu of improvements
Approved with conditions · 5-0
The council approved plat revisions adding lots in lieu of improvements.
