Assistant City Engineer Kelvin Smith said the change increases the required pavement cross-section on city roads to a 6-inch compacted thickness laid in two lifts, for longer-lasting roads, and requires pavement cores to determine existing conditions. He said cores are mainly for developers but help decide whether a road needs rebuilding or an overlay; the streets department mostly relies on visual inspection.
