    Approved · 5-0 · Lakeshore Drive near 900 West and 1000 South

The Dixie Farms developer will build Lakeshore Drive and the city will pay to upsize it from a local road to a minor collector. The agreement drops the trail on the south side (the city keeps right-of-way to add it later) and requires an emergency access easement across one lot for about 10 lots with a single access until land to the north develops. Updated Transportation Master Plan map

Approved · 4-1 · State Street and 700 East; Lakeshore Drive; 1100 South

Public hearing on vacating right-of-way near 100 South and 900 West: a representative identified as Ken said the road dedication given at annexation no longer matched the plan once 700 West became a collector with a roundabout at Lakeshore Boulevard, so the city would return 25 feet now inside a residential lot and the developer would dedicate right-of-way matching what was built; no one else spoke. Public comment: Tim Mushata, USSSA state softball director, praised the Art Dye fields. Colton Bain, representing sign clients Baby Cubby and Highland Gardens, said the electronic message center sign ordinance is unevenly enforced: his clients were denied EMC signs while banks enlarged theirs, nearly all existing EMC signs violate brightness and animation rules, and the Recorder's Office could not produce permits; he warned of a legal challenge. Mayor Frost promised a work session on the ordinance.
