    Treasure Hill conservation easement

    Continued

Staff and the Summit Land Conservancy presented a draft conservation easement that memorializes encroachments such as stairs, patios and retaining walls and addresses allowed uses, including e-bikes. Sellers asked for a two-year delay before the easement takes effect. Staff recommended approval after direction on encroachments and a ski lift easement, and removal of the patios and one set of stairs. The council continued the item to December 19. Speakers included John Stafsholt, who noted 77% of voters approved the open space purchase and opposed new trees due to wildfire risk.

Treasure Hill conservation easement (work session)

    Discussed

Staff and the Summit Land Conservancy CEO presented removal of patio stones, stone stairs and secondary access stairs that encroach. Council consensus supported removal. Members then debated landscaping and the conservancy role: Council Member Dickey said the conservancy should not approve ski run or lift changes; Council Member Ciraco wanted specific notice to the conservancy; Mayor Worel summarized majority support for stronger language giving the easement holder a defined process while final authority rests with Park City. Council Members Parigian and Rubell asked that the language return to council. Speakers Dana Williams and John Stafsholt argued the changes undercut the conservancy role. No vote.

    Treasure Hill conservation easement adopted

    Approved with conditions · 5-0

The council adopted the easement with the Summit Land Conservancy's requested changes: redlines accepted, the Town Lift agreement added to Exhibit D and a reference to the chairlift. Council Member Rubell asked to limit the city attorney-approval language to the chairlift reference. Council Member Toly called the Town Lift lease outdated and said the city might renegotiate it. Six speakers and seven written comments urged approval with the conservancy's language, including approval rights over certain changes.
