Deer Valley Snow Park public infrastructure districts 1-3 (Resolution 01-2025)
Approved with conditions · 5-0
The council created three public infrastructure districts, approved a governing document and interlocal agreement, appointed boards of trustees and authorized related documents. The districts would help finance a parking garage, roads, sidewalks, utilities and a multi-modal transit center. Council Member Rubell asked why the districts came before the public/private partnership agreement and raised concern that a community reinvestment agency request could follow; Deer Valley counsel said none would come. Council Member Dickey wanted the districts tied to the approved plan. Bond counsel revised the resolution to cite the February 26, 2025 Planning Commission final action letter. No dollar amounts were stated.

Deer Valley public infrastructure district request
Discussed
Deer Valley Development Company asked for a public infrastructure district limited to Deer Valley-owned property to finance a parking structure and multi-modal center; its counsel said property tax would apply only within the district and the city would have no liability. The public/private partnership agreement was still pending. Sean Kelleher raised concerns about the owner and future sale; Sean Parker and John Stafsholt questioned the benefits and leverage. Council Member Rubell raised tax equity concerns and asked that the agreement list all financing tools; Ciraco and Dickey were supportive of working toward a deal. No vote.
