Woodside Park Phase 2: senior center and mixed development
Discussed
The original Phase 2 approval was appealed and overturned; the city and the seniors then negotiated a new senior center under a memorandum of understanding. $3.5 million is budgeted for the senior center, a community development block grant application is planned, the county has not committed funds and the seniors requested $750,000 in capital support. An affordable master plan yields the most density but caps the center at 10,000 square feet unless the Planning Commission grants an exception. Consensus, with no formal vote: issue an RFP, add a first-responder preference and include the Empire Avenue lot.

Community development block grant small cities program public hearing
Discussed
Funds must benefit low- and moderate-income households; the regional association expects just under $600,000 for Wasatch and Summit Counties. Park City last applied in 2006. Speakers supported applying, including for Woodside Park Phase II housing and senior center. No vote.

Housing study session
Discussed
The 2016 goal is 15% of the workforce living in the city; by the end of 2025, 731 units were in operation, and the council later raised the 2032 target to 1,864 units, leaving 863 affordable units to build. Council reviewed six city-owned parcels and projects including Clark Ranch, EngineHouse, Woodside Phase II and Bonanza 5-acre. Woodside Phase II will wait on Planning Commission action on the senior center. Staff will return with expanded numbers and a scope for a housing needs assessment. No vote.
