Annexation near 2441 North Rose Park Lane and rezone at 2350 North Rose Park Lane (public hearing)

    Tabled · 7-0

The proposal would annex about 28 acres and rezone land for a mixed-use, multi-family development of potentially 1,800 units. Seven speakers opposed it, citing freeway pollution and health, too many units for the space, traffic and noise on a dead-end road already busy with soccer fields and trucks, schools, lost views and open space, an existing canal as a safety hazard, and slow emergency access. A representative of the applicant said it was willing to work through concerns. A second speaker supported it as a way to add homes during the housing shortage. The council closed the hearing and deferred action.

Annexation near 2441 North Rose Park Lane and rezone at 2350 North Rose Park Lane

    Discussed

The proposal would annex about 28 acres, zoning city-owned land at 2440 North and state-owned land at 2462 North as Open Space and the 2441 North parcel (Hunter Stables) as Residential/Mixed-Use, and rezone 2350 North from AG-2 Agricultural to R-MU. The parcels are used for horse boarding and equipment storage. The change would allow a mixed-use, multi-family development of potentially 1,800 dwelling units. The planning commission recommended against it. Members discussed transit, green space, noise, a food-desert area, safety tools in the R-MU zone, the road's interaction with the canal and Jordan River, and why the requested zone rather than lower density. The applicant's team said changes addressed planning commission concerns and mentioned a possible development agreement.
