The Council held the annexation hearing for unincorporated land north of the airport and west of the Jordan River. Owners of Cross E Ranch said they would support annexation with conditions and wanted all of their land included rather than split; representatives of landowners to the north, including Rudy Reclamation, Northpoint Reclamation and a livestock ranch, opposed including the northern portion; the Jordan River Commission and a Gillmor Sanctuary representative urged care for the sensitive Jordan River delta, agriculture and wetlands; and a property owner said most owners favor annexation if M-3 zoning is set before it and wetland buffers are detailed. Another owner supported it. Council Member Petro moved, after amendments, to close the hearing, evaluate potentially modifying the boundaries and defer action; she said removing properties north of Cudahy Lane (about 3200 North) was intended to preserve the area's agricultural character. Council Member Wharton said he wanted to annex as much as possible to preserve current uses and avoid further annexations.

In a straw poll all members present supported M1-A zoning for owners who requested annexation and applying M1-A to two current M1 properties to match their zoning.
