1782 South 1600 East zoning map and Sugar House master plan amendment (public hearing)

    Tabled · 7-0

The amendments would rezone the lot from R-1/7000 to SR-3 and change the Sugar House future land use map from low to medium density, to legalize the lot and build a single-family house. Speakers opposed to it said it did not meet medium-density requirements, would affect parking, privacy and the neighborhood, and amounted to spot zoning. Speakers in favor, including the applicant's representative, cited the need for housing and for using undeveloped land. The council closed the hearing and deferred action to a future meeting.

1782 South 1600 East zoning map and Sugar House master plan amendment

    Discussed

Planner Kelsey Lindquist said the request would rezone the lot from R-1/7000 single-family to SR-3 and change the Sugar House future land use map from low to medium density, in order to legalize an unlawful subdivision and build a single-family house. Both the planning commission and planning staff recommended against it. Council Member Chris Wharton cautioned about process and precedent and gave reasons for denying it. The applicant's representative described the property's history and how the proposal fit city housing plans.

1782 South 1600 East zoning map and Sugar House master plan amendment

    Denied · 7-0

On a motion by Council Member Sarah Young, the council rejected the ordinance that would have rezoned the lot from R-1/7000 to SR-3 and changed the land use map from low to medium density. Council Member Darin Mano then moved a legislative action asking staff to study amending all R-1 single-family zones, including consolidating the R-1/5,000, 7,000 and 12,000 zones, reducing minimum lot sizes and frontage, easing flag-lot standards and allowing single-family attached housing, plus a separate study of zoning along collector and arterial roads for more density and mixed use; it passed 7-0. Council Member Ana Valdemoros moved, and it passed 7-0, that the city work with the county on how their subdivision rules interact. Council Member Dan Dugan's motion for a work session on the study's scope (alignment with Thriving in Place, land and water policy, transit and a walkable city) also passed 7-0. Members discussed addressing nonconforming lots and zoning comprehensively.
