Fleet Block zoning and public square (Ordinances 75, 75B and 75C of 2023)

    Approved · 7-0

The Council created the Form-Based Mixed Use 11 (FB-MU11) zoning district (formerly FB-UN3), rezoned the Fleet Block between 800 South and 900 South and 300 West and 400 West to it, and designated the southeast portion of the block as a public square in Title 15. It also adopted a legislative action requiring a restrictive covenant to be recorded identifying that area as a public square. Council Member Alejandro Puy said he was excited about more open space.

Fleet Block form-based zone (FB-MU11, formerly FB-UN3) text and map amendments (public hearing)

    Tabled · 7-0

The ordinances would create a form-based zone, renamed FB-MU11 from FB-UN3 in anticipation of related districts, and apply it to the Fleet Block. Several speakers said a new zone should not be created and asked that existing memorials and murals be protected, that a community center, green space and walkable design be required, and that the area's history be respected. One speaker supported the amendment but worried about the effect of a zero side-yard setback, and another presented a vision for the site. Council Member Alejandro Puy said the city was listening and the project should represent the community. The council closed the hearing and deferred action.

Form-Based Urban Neighborhood 3 zoning text and map amendment (Fleet Block)

    Discussed

Planners said the ordinance had been split in two: a text amendment creating the FB-UN3 zone and a map amendment applying it to the Fleet Block, and that it was updated to reflect recently adopted downtown zoning and land-use changes. Changes discussed included active ground-floor uses for buildings over 100 feet long, a building-length limit, and the open-space definition. In a straw poll on requiring 10 percent open space on the ground level, Council Members Ana Valdemoros and Dan Dugan favored it and Council Members Sarah Young, Darin Mano, Alejandro Puy, Victoria Petro and Chris Wharton did not. Council Member Puy said he supported the proposed changes.

Fleet Block zoning and disposition strategy update

    Discussed

Community & Neighborhoods Director Blake Thomas and Deputy Director Tammy Hunsaker updated the council on the 8.75-acre city-owned former fleet yard. The administration asked the council to approve the rezone, indicate support for the size and location of the public space, and give any further direction on the development plan. Members discussed keeping city ownership and leasing versus selling, private versus public roadways, and favoring a heavily vegetated plaza over a traditional park. In a straw poll, all members present supported the site plan shown.

Fleet Block zoning and disposition strategy update

    Discussed

Staff updated the Council on the 8.75-acre City-owned Fleet Block between 300 and 400 West and 800 and 900 South, valued at $37.5 million before environmental remediation. The proposal creates a new Form-Based Urban Neighborhood 3 (FB-UN3) zone and would rezone the roughly 10-acre block from Public Lands and General Commercial. Staff reported 12 responses to a request for information, outreach from June 2021 to April 2022, and work with families of those memorialized by the murals on the block that led to a letter of recommendation. Plans include a phased RFP, a park of at least three acres at the corner, mid-block walkways, and a community benefit agreement. Zone standards allow up to 125 feet, require active ground-floor uses on 900 South, and the Planning Commission recommended limits on lot and parking lot sizes, frontage on public streets and flexible mid-block walkways. Council Members had asked for public open space, more open space, rooftop open space and active uses on 300 West.

    • Current zone → proposed: PL and CG → FB-UN3
