Thriving in Place update
Discussed
Community and Neighborhoods staff, the Mayor and a consultant presented the draft anti-displacement strategy, built from about 4,000 public comments, with a framework to protect tenants, preserve affordable housing and produce more. Near-term actions include a community benefits policy based on voluntary agreements, a tenant relocation assistance program and improved data on rents and demolitions. Staff proposed striking and replacing the existing housing mitigation ordinance, with the strategy released for review in January 2023, a Planning Commission hearing in March and Council hearing and adoption April to June 2023. Staff said there were 12 requests to amend adopted master plans between 2020 and 2022; Council Member Fowler asked about updating plans, and staff said code language would define when a plan update is required with a zoning change.

Thriving in Place follow-up
Discussed
Community and Neighborhoods staff explained how Thriving in Place, a displacement plan, relates to the Housing SLC five-year housing plan required by state law, and the Administration said Thriving in Place would ideally be an appendix to it. The Council's executive director asked the Administration to share program details, funding sources and timelines in advance. Council Members discussed housing loss mitigation, funding split between the Redevelopment Agency and Community and Neighborhoods, the community land trust (17 properties, not including the Other Side Village land), Westside Inland Port funding and holding small group meetings.

Staff presented the plan, which would be adopted as part of the general plan, covering its analysis of displacement, an action framework, three city action teams, two partnership platforms, a two-year action plan, and replacement of the Housing Loss Mitigation Ordinance with a Community Benefit Policy. The planning commission and community feedback were summarized. Members discussed state-level advocacy, working with other cities, renter application fees, costs to the general fund and other possible funders, implementation timing, the state's three-day pay-or-quit policy and whether the Good Landlord program could help, and a possible short-term rental tax for affordable housing.
