Rezone at about 1350, 1358 and 1370 South West Temple

    Discussed

Planners described a request to rezone three properties from RB Residential Business to TSA-UC-C Transit Station Area Urban Center Core to allow a mixed-use building with commercial and multi-family uses. The Planning Commission recommended approval, the site is in the Central Community Station Area and Ballpark Station Area plans, and some community feedback asked to keep the buildings at 1350 and 1358. Council Member Valdemoros raised possible displacement, affordable housing, street-level activation through a possible development agreement, and a completion deadline to avoid a vacant site. The applicants said one home was vacant, they were open to street activation, apartments would range from studios to two bedrooms of 400 to 900 square feet, and affordable units would be handled through a partner developer. Council Member Wharton said the project did not fit the Festival Street concept without street-level activation and did not add to the housing stock; Council Member Petro agreed with Council Member Valdemoros on timely activation. Council Member Mano recused himself.
