Follow-up briefing: Ballpark zoning map and text amendment

    Pending

The agenda listed a follow-up briefing on rezoning parcels around the former Ballpark property, to align zoning with the Ballpark NEXT Community Design Plan adopted by the Community Reinvestment Agency Board in December 2025. The agenda text still lists the proposed zone for most parcels as MU-11, while the August 18 hearing notice described MU-8 after a July straw poll. Tentative Council action was October 20.

Hearing on Ballpark zoning map and text amendment

    Continued · 7-0

The Council held a hearing on rezoning parcels around the former Ballpark property. After a July 14 straw poll the proposal was revised from MU-11 to MU-8 (Mixed-Use 8): 55 West Paxton Avenue, 77 West 1300 South, 1355 and 1357 South West Temple and 1356 South Main Street from Public Lands to MU-8; 1381 South West Temple from Public Lands and RMF-35 to MU-8 and MU-5; and 1395 and 1397 South West Temple from RMF-35 to MU-5. A text amendment would remove Ballpark-specific sign rules. Thirteen speakers, including Ballpark Community Council and Ballpark Action Team members, asked to preserve public green space, mature trees and public ownership, and some asked to keep Richard Street a dead end because of traffic and privacy concerns. Council Member Erika Carlsen said the Council had already reduced the zoning to MU-8, supported continued public ownership and said Richard Street was meant to stay pedestrian-oriented under the Ballpark NEXT plan. Action was deferred.

Ballpark Station Area rezone and MU-8 zone text amendments

    Discussed

Staff briefed the Council on rezoning properties in the Ballpark Station Area to carry out the area plan and creating a new form-based zone, Mixed Use 8 (MU-8), with some properties also going to FB-UN1 and FB-UN2. The Planning Commission forwarded a positive recommendation. Staff covered MU-8 open space, design, sidewalk and ground-floor standards, parking varying by context, affordable housing incentives, and why the ballfield and its parking lot stay in the Public Lands zone; rezoning the ballpark properties would be a second phase after the Ballpark NEXT guiding principles. Staff asked whether the Council would add amphitheater, health and fitness facility, community recreation center, plaza and stadium as MU-8 uses; no member opposed. Council Member Mano recused himself from this item and item 3.
