A new overlay zone and the 2006 state wildland-urban interface building code, required by HB 48 by Jan. 1, 2026, covering areas with a structure exposure score of 5 and above, mostly new construction and redevelopment. The hearing was held Nov. 20 and the council adopted it Dec. 4, 2025.

Wildland-urban interface update (HB 48)

State law requires cities to adopt wildland-urban interface standards by Jan. 1, 2026. Staff asked whether to adopt only the area with scores of 5 and above or also an optional lighter area. Council Member Gray was not ready to include the lighter area, citing owner burden and tree canopy; Mayor Dahle said there appeared to be support to remove it for now. The Planning Commission starts review Oct. 28.

Council Members Gray and Brewer asked about defensible space and remodel triggers. Four residents spoke against the map or asked for a smaller boundary. The hearing was left open.

Fire authority staff explained the scoring. Council Member Fotheringham supported I-215 as the initial boundary; Council Member Brewer would include the west side only if it changes UDOT action. The city attorney declined to advise on whether the rules affect new construction because of a personal property interest near the boundary; other counsel will answer. On the sign amendment, the applicant asked for a 15-foot setback on Highland Drive instead of 20 because of a canal easement; the attorney said the council can approve it without returning to the commission.
