   Staff said the original conceptual budget was about $30 million, including $8 million for undergrounding utilities, and rose to $49.4 million after Rocky Mountain Power's assessment; staff recommends keeping the poles. Funding secured in 2024 came from an earmark and a House bill; a $5 million Wasatch Front Regional Council application and a federal BUILD grant request are pending. A few dozen properties need small right-of-way strips, taking about two years. The council supported staff's approach.

Unified Police has 30.95 allocations for Holladay and a 6.44% increase against 4.36% organization-wide. Staff recommended a 30% stormwater fee increase over five years.

   Discussed

   Assistant City Manager Holly Smith said the city has secured $52.2 million in grants with an 80% success rate and 10% average local match. Highland Drive has $3.6 million for design and right-of-way plus $1.23 million more, and the Highland Drive bridge has a $7.1 million grant. A $200,000 UDOT sidewalk grant for 4500 South phase II needs a 25% city match.

   Included a $45,205 transfer from capital projects for the 6200 South UDOT-grant project, a $1.23 million Highland Drive grant (HB 488) for Van Winkle to Arbor Lane, a $5,091 Highland Drive regional safety audit transfer, and a $220,000 Salt Lake County housing rehabilitation loan with a $10,160 city match.    City manager report: earmark, sidewalk grant and Highland Drive

   Discussed

   The Senate proposal includes $1.65 million for the City Hall retrofit, below the House figure. A 5600 South sidewalk through the golf course would cost about $525,000 on a 60/40 match, leaving a city share of about $300,000. For Highland Drive, about $7 million is secured with a gap of roughly $15 million; a federal BUILD application is due at the end of February.

   Sports field fees include a $500 deposit per group per season. The current software costs about $27,000 a year and the replacement at least $70,000. Proposed business license fees are $298 base and $87 renewal, with collections averaging about $300,000 against about $360,000 proposed. Highland Drive needs about 7 feet from each side for an 80-foot, five-lane cross-section; the council has preferred negotiated purchases over eminent domain.

   Items discussed included a $311,000 county public works contract increase, a possible $1 per unit stormwater increase (about 15%, roughly $181,000) not in the budget, and a $50,000 public works feasibility study. The Highland Drive bridge is expected to finish in early July; asbestos found at City Hall caused some delay.

   A community survey with Y2 Analytics is planned for September and October. The federal BUILD grant for Highland Drive was not awarded and the city intends to reapply.
