Ville 364 rezone, Ordinance 22-16 (workshop)

    Discussed

Planner Russ Holley presented a request to rezone two parcels totaling 1.32 acres on South Main (the minutes give both 364 and 354 South Main) from Commercial to Town Center 1 to convert a 1980s motel into 64 residential units, with no new construction. The Planning Commission voted 6-0 on June 23 to recommend approval and no neighbor comments were received. Chair Simmonds worried about spot zoning, citing Herm's Inn and Island Market as similar cases; Amy Anderson supported it because of affordable housing needs. Action was set for August 2.

Ville 364 rezone, Ordinance 22-16 (public hearing)

    Approved · 4-0

The council rezoned two parcels totaling 1.32 acres on South Main from Commercial to Town Center 1 to convert a 1980s motel into 64 residential units. The Planning Commission recommended approval 6-0 and staff noted the building would not change and the traffic effect would be similar. Gail Yost, Debbie Brough, Nicole Burnard, Lucas Martin and Jess Lucero supported it, citing affordable housing, walkability and the end of 30-day stay limits; Joshua Molitor opposed it as proposed, saying TC-1 is not adequate and Main Street is unsafe for children. Council Member Tom Jensen supported the project but worried about spot zoning and a future sale, and the city attorney said a restrictive covenant would have to be offered voluntarily. Mark Anderson said the applicant verbally agreed to rezone back after the project. Keith Warburton, for the project, called it a state model.
