    Approved · 4-1

The council rezoned 0.26 acres from MR-12 to Neighborhood Center for a 1920s brick bungalow expected to become a food business, near a bagel and donut shop the applicant is finishing across the street. The Planning Commission recommended approval. Council Member Simmonds questioned how many parcels should count as one center, whether they must be contiguous, and when a cluster should become Community Commercial. Council Member Lee-Koven said each center is unique and merits case-by-case review; Council Member López said it did not look out of place near the fairgrounds. The minutes state the motion carried 5-0, but the roll call lists four ayes and one no.
