Workshop: Blue Spring Business Park assistance of up to $500,000 (Resolution 20-31 RDA)

    Discussed

The proposal would give up to $500,000 for infrastructure, including a northern extension of 800 West, for a 37-acre industrial park in the 600 West project area, payable after the first phase of two buildings totaling about 150,000 square feet. The Economic Development Committee recommended it. The fund holds about $1.8 million, and Mayor Daines said approval would deplete funds for other RDA projects. Action was set for August 4.

Blue Spring Business Park agency assistance, up to $500,000 (Resolution 20-31 RDA)

    Approved

The proposal would fund infrastructure, including a northern extension of 800 West, for a 37-acre industrial park in the 600 West project area, conditioned on completing a first phase of two buildings totaling about 150,000 square feet. The project area, which reached maturity in 2016, has about $1.8 million in fund balance. Economic Development Director Kirk Jensen said past assistance funded two Schreiber Foods expansions and a Lundahl Building Systems project. Proponent Jason Larsen said the project would total about $35 million across eight buildings in three phases within five years. Council Member Jensen recused himself over a potential conflict and was excused at 8:10 p.m. Council Member Bradfield disclosed that his employer rents buildings from this developer and that he has no role in the rentals. Council Member Mark Anderson asked about precedent and Council Member Simmonds about the timeline. The minutes say only 'carried', with no tally.

RDA assistance to Blue Springs Business Park, LLC for Costco site roads, Resolution 21-37 RDA

    Approved · 5-0

The agency approved reimbursing up to $1,400,000 for street and utility improvements (1200 North from 1000 West to 800 West, 1000 North and the 800 West extension) for a business park with a Costco warehouse of about 165,000 square feet and fuel station on about 23 acres on 1000 West between 1000 North and 1200 North. The agency would also cover impact and water rights fees; Housley estimated impact fees at $800,000 or more. Speakers Tony Nielson and Frank Stewart raised traffic and student safety; Lisa Wilson supported Costco but worried about RDA fund use; Jason Larsen, a partner in the business park, said the park is the applicant and is dedicating about 6 acres for right-of-way; Keegan Garrity said RDA funds should align with long-term vision. Amy Anderson said the funds are for public infrastructure.
