    Discussed

Purchase of four parcels near 300 North Main for $1,165,000 (Resolution 20-36 RDA)

    Approved · 4-0

The RDA budgeted $1,250,000 to buy four parcels of about one acre near 300 North Main from the Needham Family Partnership for blight elimination. Economic Development Director Kirk Jensen said the option expires October 31, the price is $1,165,000 against a tax-roll value of $1,088,311, environmental costs could reach $51,850 (asbestos removal about $44,000, tank already removed), and two parcels have been on the vacant building registry since November 2018. Chair Anderson said she has no interest in the project and knows of no benefit to other members. Gail Yost asked why the city is not paying tax-roll value and who pays for cleanup; Keegan Garrity supported revitalization but cited the unfinished Emporium and a past loss on the Hampton Hotel property; an email from Tyler Riggs asked for more transparency. Mayor Daines said projects go through public process. Council Member Simmonds was initially reluctant but favored spreading projects from 100 South to 400 North; Council Member Jensen cited the mayor's downtown development formula; Council Member Bradfield asked about a willing developer and suggested waiving fees, which Simmonds opposed because the fees predated the offer (no amendment was recorded).

    Redevelopment Agency budget workshop

    Discussed

Economic Development Director Kirk Jensen said Plaza 45 and the Jump to the Moon building sold this year, with proceeds returned to the RDA fund. RDA reserves are $2.2 million and holdings are valued at $2.2 million; tax increment revenue is $320,000. The RDA owns the northwest corner of 300 North Main and smaller parcels near 300 South 100 East. Chair Simmonds asked about a possible 300 North Main RDA; Jensen said the boundary depends on development interest.

Redevelopment Agency budget, Resolution 25-28 RDA (public hearing)

    Approved · 5-0

The RDA adopted a $377,225 budget. Economic Development Director Kirk Jensen said about 2 acres at the northwest corner of 300 North Main remain outstanding, and that funds for the South Main project area have not been released because the trail requirement is unmet.
