Auditing Richmond: What the Cache County city's audit and budget records show
The Utah Ledger begins a series on Richmond's public finances. The city's audited statements for fiscal 2025 received an unmodified opinion, report $2.87 million in utility revenue bonds, and show a General Fund balance of $838,622. The council adopted the fiscal 2027 budget on June 16, 2026.

Richmond makes secondary irrigation systems optional in new subdivisions
The Richmond City Council voted 5-0 in July 2026 to stop requiring developers to build secondary irrigation systems. In April, staff said five subdivisions had been built under the requirement and none was connected to an operational irrigation system.

Richmond sets water and garbage rate increases through 2030
On June 16, 2026, the Richmond City Council approved yearly increases to the culinary water base rate through July 2030 and to garbage rates through July 2028. In a separate 3-1 vote, it set the mayor's and council's pay increase at 0%.

At its Aug. 19, 2026 meeting, Richmond's City Council reviewed the city's policy against providing culinary water outside city limits and reached a unanimous consensus to leave the ordinance unchanged.
