    Epic Sports Park commercial development

    Continued · 6-0

Economic Development Director Cody Hill described corrected agreements: sales and transient room tax participation raised from 25% to 30% and property tax increment participation from 15 to 19 years, to offset a 10% housing set-aside and 5% administrative allocation. He said the city's land, assessed at about $4.3 million, would be contributed and the developer would share 2.5% of hotel and commercial lease revenue with the city. City Attorney Brian Jones recommended a continuance, saying the participation agreement reached his office the prior Thursday, a land noticing issue had been identified and not all seven agreements had been fully reviewed. The council voted to continue the items from the evening meeting. (Draft minutes, 03:33:23)

Moved by Council Member Gary Garrett, seconded by Council Member Katrice MacKay. Vote: 6-0; Council Member Travis Hoban excused

Resolution supporting the 2026 Outdoor Recreation Legacy Partnership grant application for Epic Regional Sports Park (26-065)

    Discussed

Parks Director Brad Raney said the park's costs have been covered by revenue since its first year and that 3,500 to 4,000 Provo youth use it. Explore Utah Valley estimated about $17,000,000 in direct economic impact from tournaments. The 50/50 federal match grant targets an $8,000,000 project: the south five fields, parking, a restroom and two lit synthetic-turf fields. Councilor Bogdin worried about a possible $4,000,000 city match; Whitlock called the resolution a free option and asked for cost and return figures first. The resolution supports submitting the application and does not commit funds.

Possible match: $4,000,000 from Utah County, Park CIP and in-kind sources
