Provo Towne Centre redevelopment
Mixed-use, transit-oriented redevelopment of the Provo Towne Centre site. Brixton Capital seeks a general plan change (Commercial to TOD) and rezone (RM and SC3 to ITOD) on 23 acres; PEG Development seeks ITOD text amendments. All three were continued on April 14, 2026. On Oct. 20, 2026 the council passed all three measures 5-1: the General Plan change to transit oriented development, the citywide ITOD zone amendments and the rezone of the site from RM and SC3 to ITOD, per the city's Summary of Action. The Summary reports the votes only, not relocation terms, housing counts or an executed agreement.

Discussed
City Planner Andrew Jackson listed six issues needing council direction, including whether the mobile home park parcel stays in the proposed ITOD zone, which concept plan to vest, a parking plan of about 1,000 stalls against a code requirement of about 1,800, and affordability terms of 166 units at 80% of area median income and 42 at 60%. The developers described 18 months' notice and $10,000 per household in relocation help for mobile home park residents. A bond underwriter described proposed Housing and Transit Reinvestment Zone and Public Infrastructure District financing projected at about $48 million in property tax increment and $22 million in sales tax increment over 25 to 30 years, with a present value of about $20 million in bondable proceeds. These are projections. No action was taken. (Draft minutes, 02:50:49)
