Planning commission approves design exceptions for Outlets storage building, Alpine Bible Church and Garden Park wall
September 10, 2026, 7:00 p.m. · Lehi City Council Chambers, 131 N. 100 E.
In a 35-minute meeting Sept. 10, the Lehi Planning Commission approved design exceptions so a holiday-decoration storage building at the Outlets at Traverse Mountain can blend into the hillside, approved a glass exception for Alpine Bible Church's new Main Street site and allowed an 8-foot barrier along the railroad at the Garden Park subdivision, according to the city's project pages. It approved an AT&T antenna on Primary Children's Hospital and recommended a code change spelling out how development agreements are reviewed.

Agenda, item by item
Item 3.1 · Development
Garden Park subdivision railroad fence/wall exception, ~500 S. Center Street
Approved
Adam Albrecht asked to replace a 6-foot no-climb fence along the railroad corridor with an 8-foot wall. Code allows 6 feet without an exception. He cited railroad noise, screening, keeping people from entering lots from the rail corridor, and marking the boundary. Engage Lehi reports approval; 8-foot fences also require a building permit.
- Applicant: Adam Albrecht
- 6-ft no-climb fence → 8-ft wall
Item 3.2 · Development
AT&T rooftop antenna on Primary Children's Hospital, 2250 N. Miller Campus Drive
Approved
AT&T sought conditional use approval for a 10-foot telecommunications antenna on the hospital roof. Staff said it meets all code requirements and could be denied only with significant documented proof of harm. Engage Lehi reports approval.
- Applicant: AT&T
- Antenna height: 10 ft
- Conditional use
Item 3.3 · Development
Alpine Bible Church glass exception, 710 W. Main Street
Approved
Alpine Bible Church asked for an exception to the Urban Village Design District's 40 percent first-floor glass requirement on the wall of its worship area, saying glass would interfere with audiovisual equipment and projector screens. The church added architectural features to that wall instead. Engage Lehi reports approval.
- Applicant: Alpine Bible Church
- Requirement: 40% first-floor glass
Item 3.4 · Development
Outlets at Traverse Mountain storage building exceptions, 3800 Cabela's Blvd.
Approved
Uncommon Architecture, for the Outlets at Traverse Mountain, proposed a storage building for holiday decorations, designed to blend into the hillside because the public won't use it. It needed exceptions for exceeding the 25-foot maximum setback and the 20 percent EIFS maximum, and for lacking 40 percent front glass, a hierarchical entrance feature and three architectural features per facade. Engage Lehi reports approval.
- Applicant: Uncommon Architecture
- Exceptions: max 25-ft setback, max 20% EIFS, 40% glass, entry feature, 3 features per facade
Item 3.5 · City code
Development agreement process (Chapter 29)
Recommended for approval
The city proposed amending Chapter 29 to spell out how development agreements are reviewed (by the DRC, then by the Planning Commission with a public hearing, then by the City Council), to align the language with state code, and to require each agreement to explain how it ends. The draft ordinance and Engage Lehi say the commission forwarded a positive recommendation; council action was set for Oct. 13.
