  5. Item 7 · General plan

Holbrook Farms Area Plan amendment, Hudson Way and Redwood Road (Ordinance 12-2023)

Approved with conditions · 3-2 · Hudson Way and Redwood Road

Ivory Development's Brad Mackay said the amendment consolidates residential units on the east side and keeps the west side industrial, and would add guaranteed commercial space the current plan lacks. Council members discussed whether moving the units conflicts with terms tied to an earlier density agreement for the area; Mackay said UDOT's purchase of Ivory land for the Mountain View Corridor was how density was compensated. The number of units does not increase, but their location and possibly intensity change. Members raised a traffic study and concerns about adding units to a dense area, and noted that a commercial guarantee would be a benefit. A motion to deny, with findings that the amendment did not conform to the General Plan, failed 2-3. A second motion to approve, noting the Planning Commission's recommendation and requiring a traffic study at the next step, passed 3-2.

    • Applicant: Ivory Development
    • Condition: traffic study required at the next step
    • Planning Commission recommended approval

Approval motion: Moved by Council Member Chris Condie, seconded by Council Member Mike Southwick. An earlier motion to deny, moved by Council Member Katie Koivisto and seconded by Council Member Paige Albrecht, failed 2-3 (Albrecht and Koivisto yes; Condie, Hancock, Southwick no)..
