  1. Item 2.1 · Presentation

    Fiber network update (pre-council)

Shaye Ruitenbeek said provider pricing for residential customers was released and that the city is looking at government programs offering lower-cost options for low-income families. Carl Sundstrom updated the council on construction and said the buildings will have fencing around them.

  2. Item 2.2 · Taxes and fees

    Power rates update (pre-council)

    Discussed

Power Director Joel Eves said regional weather, higher natural gas costs and low hydro production are raising power costs and that the city's losses this year are about $6 million. The rate consultant suggested implementing the power adjustment clause to avoid further loss; Eves said the city's rates would remain comparatively low and some reserve funds would cover the loss. The council asked for actual figures showing the effect on residents' bills and for more detail on why the industry is volatile.

    • Budget$6.00 million Power fund losses this year; reserves proposed to cover the shortfall. Paid from Power fund reserves
  3. Item 2.3 · Development

Family Haven development agreement for uses other than elder care (pre-council)

    Discussed · Approximately 322 North 2375 West

Struthers asked whether the council would consider a development agreement for the Family Haven building that allows additional but similar uses and limits expansion of the building. Direction was given to the Planning Department to draft an agreement for council consideration. This is the property of the All Seasons Assisted Living amendment the council denied on October 11.

  4. Item 4 · Other

Sale of city parcel 12:027:0075: surplus declaration

Approved · 3-2 · Parcel 12:027:0075 (no address in the minutes)

Economic Development Director Marlin Eldred said a company approached the city to buy the land, that any development would go through the standard public process and that the contract can be void if development proposals are rejected. Three residents spoke: Brian McCuiston said approving the sale would let the buyer pursue a new zoning designation; Angie Lethbridge was concerned about a zone change and about connectivity standards in later development; Jamie Auster said she would prefer the council allow accessory dwelling units on smaller lots. Council members said approving the contract does not guarantee a zone change and that they should not approve the sale if they do not want a zone change there. The council declared the parcel surplus and authorized the mayor to sign the sales contract in the packet. Council Members Chris Condie and Katie Koivisto voted no; the minutes do not give their reasons.
