The Lehi City Council unanimously approved a nonexclusive telecommunications franchise for Wasatch Broadband, an amended Sanctuary East development agreement that delays water-right dedication, and changes to PUD and PRD open-space rules. It also approved several subdivisions, including Gardner Point Phase 6 (55 lots), Longhorn Meadows (14 lots) and Center Pointe Towns (23 townhomes). Before the meeting, the Thanksgiving Station developer previewed a revised plan of about 2,000 units, and residents objected to the Holbrook Farms Park design during citizen input.

Jonathan Bankhead said it was clear at the previous meeting that about 5,200 units was too many and that significant improvements would be needed to justify more than 2,000. He said the Clubhouse Drive extension is needed regardless and that proposed legislation would transfer it to the state as part of SR-92. The council was comfortable letting a climbing gym applicant proceed with a concept plan while the Area Plan Amendment is pending.

Holbrook Farms Park design and native grassTree requirementsPublic input on concept plans
Skyridge students invited the council to the musical Urinetown. Eric Sabin, Chris Brown, Trent, Lindsay and Michael Caplin raised concerns about the Holbrook Farms Park concept plan recently reviewed by the Planning Commission: they objected to native grass areas, said the tree count did not meet code, said the process was hasty and that public comment was not allowed at the Planning Commission meeting. Kim Struthers said tree requirements in an area plan differ from a PUD. Council Member Koivisto said the council could ask the developer to change the plan, and Mayor Johnson suggested hearing from Parks staff.
