Lehi council approves Hidden Canyon plat 3-2 and denies density increase at 143 S. 1100 West
February 23, 2021, 5:30 p.m. · Council Chamber, 153 N. 100 E., Lehi
The Lehi City Council approved the 100-lot Hidden Canyon Plat D 3-2 after staff and the developer agreed to a driveway setback from a trail, and unanimously denied a general plan amendment that would have allowed higher-density housing on about 5 acres at 143 S. 1100 West. It also approved a Holbrook Farms commercial plat with a traffic review.

Agenda, item by item
Item 2.1 · Presentation
Department goals and public engagement platform (pre-council)
Discussed
Assistant City Administrator Cameron Boyle reviewed each department's goals and introduced Bang the Table, the platform the city will use for public engagement. Planner Brittney Harris later demonstrated Engage Lehi and the council liked letting the public see surveys.
Item 4 (admin) · Budget
Fiber project borrowing (administrative report)
Discussed
Finance Director Dean Lundell recommended borrowing 85 percent of the fiber project money up front, saying rates are good and could rise if the city waits.
Item 4 · Subdivision
Holbrook Farms Plat I preliminary subdivision, five commercial lots, 3600 West and Waterbury Drive
Approved with conditions · 5-0
Resident Chris Brown asked for a traffic study, saying the road is a major collector. The council took the item off the table and approved the plat with development review comments, plus a directive that the city traffic engineer assess traffic leaving 2175 North and 3600 West toward Waterbury and the roundabout, and parking at Waterbury.
- Lots: 5 commercial
- Condition: city traffic engineer to evaluate traffic and parking
Item 5 · Subdivision
Dairy View Estates Plat J, combining two lots
Approved · 5-0

Item 6 · Subdivision
Cold Spring Ranch Plat C-1 amendment, 700 N. Redwood Road

Item 7 · General plan
Yeomans & Morgan general plan amendment, about 5 acres at 143 S. 1100 West (Ordinance 10-2021)
Denied · 5-0
Applicant Adam Albrecht asked to change the land use from low and medium density residential to the intermediate-high density residential designation. The planning commission had recommended denial, and Community Development Director Kim Struthers said the request is for substantially more than staff had suggested. Council Member Chris Condie thanked the applicant for taking feedback but said the density jump was too dramatic for the area; Council Member Mike Southwick agreed it did not fit. Council Member Paul Hancock said both the existing plan and the council's direction to planners do not support it. Council Member Katie Koivisto said higher density does not necessarily mean affordable housing and that the request does not fit the general plan; Council Member Paige Albrecht said utilities could not support it. A neighboring property owner said the change would affect animal rights and bring traffic and no sidewalks. The council denied it, finding that utilities and the general plan do not conform and the change could harm surrounding properties.
- Applicant: Adam Albrecht
- Acres: about 5
- Change: LDR and MDR to IHDR
Item 8 · Development
Hunting Farms concept, 40 single-family lots, 143 S. 1100 West
Withdrawn
Concept approval was removed from the agenda.
Item 9 · Subdivision
South Creek final subdivision, 21 lots, 1400 South 1940 West
Approved · 5-0
Applicant Scott Dunn. The public hearing was opened and closed without comment. The recorded motion, which passed unanimously, reads as approval of the Hunting Farms concept rather than South Creek, so the minutes appear to contain an error; the item is recorded here as listed on the agenda.

Item 11 · City code
Ordinance 11-2021: food truck duration in temporary uses (Chapter 21)
Approved with conditions · 5-0
The city sought to clarify and update how long food trucks may operate at a site. The council approved the change with section 6C of subsection D removed, 6B left as is, and a requirement to reapply for an extension every six months after the one-year mark.
Item 12 · Subdivision
Hidden Canyon Plat D preliminary subdivision, 100 lots, north of Fox Canyon Road
Approved · 3-2
Struthers presented three trail options: keep the trail along Fox Canyon Road as proposed, cross the road and tie into the existing trail, or improve a trail next to the curb and gutter. He preferred the first, with the developer keeping driveways at least 20 feet from the back of the trail within a city right of way. Fieldstone's Matthew Loveland committed to the staff-recommended setback. Council Members Condie and Southwick explored flipping the layout to the opposite side of the street. Residents Carl Karren and Rob Ludlow wanted the 18-foot easement the code calls for and objected to driveways crossing the trail; Joe Morrison feared parking problems; Chris Brown urged redesign for safety. City Attorney Ryan Wood and Struthers said the proposal meets code, though there are arguments otherwise. Koivisto wanted on record that a better compromise was possible; Southwick said the developer worked with staff on a reasonable solution.
