  4. Item 5 · General plan

Ordinance 02-2021: Traverse Mountain area plan amendment, open space to public facility, 5.2 acres near 5700 N. Flight Park Road

    Approved with conditions · 3-2 · About 5700 N. Flight Park Road

Staff said about half of the culinary tank's use would serve Traverse Mountain, and that a line item in the area plan finances applied only if land had to be bought from the state. Residents Rob Ludlow and Curt Carmack agreed it is the right site but said Traverse Mountain residents should be made whole for the lost open space and questioned the low appraisal. A representative of the property owner supported moving ahead. Power Director Joel Eves said the power department is already paying for its share and the developer agreed to pass the money to the Traverse Mountain Trails Association, and that a second appraisal was not ready. Council Member Katie Koivisto objected to paying for water facility land the area plan does not require the city to buy; Council Member Mike Southwick suggested budgeting funds for Traverse Mountain parks or trails. Council Member Paul Hancock's amended motion approved the change, required a second appraisal based on the property's best use as a public facility, set payment at the average of the two appraisals, split the land between power (2.6 acres, paid in full) and water (half of its portion, 1.3 acres, from the current budget), and made the amendment effective once Clyde Companies' agreement to pass the money to the trails association is verified. Mayor Mark Johnson worried about loose ends and Condie preferred approving it as is and funding trails separately.
