Item 2.1 · Presentation
Alpine School District update
Discussed
Rob Smith said the district's top goal is attracting and keeping the best teachers and that it is balancing in-person learning with pandemic safety. He said Lehi should not expect the new bond proposal to be spent in Lehi, because immediate needs are west of the Jordan River. Board member Scott Carlson described the district's accomplishments.
Item 2.2 · Public safety
Proposed protest ordinance
Discussed
Police Chief Darren Paul said recent protests in residential areas around the state prompted a proactive ordinance. City Attorney Ryan Wood said it tries to balance the right to protest with letting appointed and elected officials feel safe at home, by creating a buffer zone. Council Member Koivisto was concerned it could limit constitutional rights. Mayor Johnson said an ordinance would come to the council for a vote at the next meeting.
Item 2.3 · Roads and utilities
Fiber network financing parameters
Discussed
City Administrator Walker previewed a parameters resolution to be voted on the following week. Financial advisor Laura Lewis said it would pledge franchise and sales tax to win a better bond rating and lower interest rate, though the expectation is that telecommunications revenue pays off the bond, and it would preserve flexibility for other sales-tax bonds. Street Superintendent Brad Benson also reported a sewer line and easement problem delaying road construction on Triumph Boulevard and suggested paving in spring.
