  8. Item 9 · General plan

Hadfield general plan amendment, about 1402 West 900 North (Ordinance #43-2020)

    Approved with conditions · 3-1 · About 1402 West 900 North

The council changed the land use designation on about 23.9 acres from VLDRA (very low density residential agriculture) to VLDR (very low density residential). Applicants Danny Gutierrez and Mike Dubois argued that other nearby properties have received higher density, that about one-third-acre lots would be more affordable than half-acre lots, and that the difference would be about 7 lots once roads are stubbed east and west. Staff said the area stays rural in the draft General Plan, the Planning Commission recommended denial, and approval could set a precedent for surrounding land. Council Member Southwick relayed resident concerns about traffic on narrow 1220 North; Council Member Hancock suggested conditioning added density on widening 1220 North to 700 West and improving utilities. Mr. Gutierrez said that would be a tremendous expense. Council Member Albrecht said the rural feel is fading regardless of lot size. Council Member Koivisto voted no. The motion was amended to remove the Planning Commission comments because that body recommended denial.

    • Applicants: Danny Gutierrez and Mike Dubois
    • Acres: about 23.9
    • Designation: VLDRA to VLDR
    • Planning Commission: recommended denial

The council approved the concept for a 51-lot subdivision. Staff said roads must be stubbed east and west to meet block-length standards and the engineer said double-fronting lots must be addressed. At Council Member Koivisto's suggestion the motion drops the Development Review Committee comment recommending the area remain VLDRA.
