Planning commission backs commercial use for Main Street home and new citywide engineering standards

February 18, 2026, 6:30 p.m. · American Fork City Hall, 31 N. Church St.

The American Fork Planning Commission recommended changing the land use designation of a 0.26-acre home at 570 E. Main Street from high-density residential to general commercial so a plumbing business can use it, and recommended replacing engineering rules scattered through city code with a single Design Standards and Public Improvement Specifications document based on Utah APWA standards. It also granted a second six-month extension for the Surg LLC office building site plan at 1141 E. 50 North.

Agenda, item by item

  1. Item 4a · Zoning

Jasper Lot land use map amendment, 570 E. Main Street (0.26 acres)

    Recommended for approval · 6-0 · 570 E. Main Street

Change of the general plan designation for a lot with a single-family home and rear shop on the south side of Main Street, zoned R2-7500, from Residential High Density to General Commercial, to be followed by a GC-1 rezone. Tony Train, speaking for the applicant, said the applicant runs a small plumbing business in Lindon and would use the house as offices and the shop and garage for limited storage without new construction. Staff said a commercial site plan meeting GC-1 standards would still be required, and that GC-1 lets the commission set side setbacks up to 30 feet next to residential zones. Commissioner Claire Oldham asked about impacts on neighboring homes; Chair Anderson noted the property to the east already operates commercially.

    • Representative: Tony Train
    • Acres: 0.26
    • Land use: Residential High Density → General Commercial
    • Current zone: R2-7500 (GC-1 rezone to follow)
    • Intended use: plumbing business office and storage

Moved by Commissioner Geoff Dupaix, seconded by Commissioner Rod Martin. Vote: 6-0

  2. Item 4b · City code

Design Standards and Public Improvement Specifications

    Recommended for approval · 6-0 · Citywide

Assistant City Engineer Kelvin Smith presented a single engineering standards document for all development, consolidating code sections, adding a city addendum to APWA standard specifications and updated standard plans and guidelines (intersection design, sight distance, spacing). He said it is primarily a restructuring. Commissioners asked that references cite the current edition of the APWA manual rather than 2025 and that the documents be easy to search online.

    • Removes engineering standards from municipal code and adopts them by reference
    • Based on Utah APWA Standard Specifications and Plans
    • Motion: cite current APWA editions rather than a specific year

Moved by Commissioner Rod Martin, seconded by Commissioner Claire Oldham. Vote: 6-0

  3. Item 5a · Development

Surg LLC office building site plan extension, 1141 E. 50 North (0.60 acres)

    Approved · 6-0 · 1141 E. 50 North

Second six-month extension for a PO-1 office building site plan first approved earlier and extended Sept. 3, 2025. A building permit application must be accepted before approval lapses, and the permit must be issued within 180 days of review with no further extensions. Commissioners noted code sets no limit on extensions and declined to label it final.

    • Acres: 0.60
    • Zone: PO-1
    • Extension: up to 6 months

Moved by Commissioner David Bird, seconded by Commissioner Claire Oldham. Vote: 6-0

What residents said

Loss of industrial landAccess to city engineering standards

Elizabeth Phelon of ESP Excavation said American Fork has only about 73.9 acres of industrial land out of roughly 7,142 (about 1%), and urged the city not to reduce it further because local suppliers support city projects. At the engineering standards hearing she asked that the standards be easy to find online and applied flexibly to site conditions. No one spoke at the Jasper Lot hearing.
