Keith Larson of Bowen Collins & Associates said the original plan was 12%, then two years of 5%, then 3%; the alternative is 9%, two years of 6.4%, then 3%. Proposed PI structure: seven lot-size classes with base rates rising by lot size (typical base now $21.68) and the same usage tiers for all; non-residential and HOA master meters billed by irrigated area; AFIC shareholder credit kept at $53.60 a month per share.
