American Fork staff proposed raising the maximum dead-end street length from 400 feet to 650 feet and capping single-access subdivisions at about 14 units, a change prompted by a dispute with Anderson Development over a 200 East project. The council also discussed an interlocal agreement under which American Fork, Lehi and Highland would take over operating the Utah County-owned North County Equestrian Park, at an estimated $80,000 a year split among the cities, to keep it from being sold for development.

City Engineer Rebecca Andrus said nearby cities allow 400-700 feet; staff recommended 650 feet and clarifying where length is measured, which would resolve the 200 East project. Fire Marshal Mat Sacco noted the fire code allows up to 750 feet. Staff proposed allowing up to about 14 units on a single access instead of the current 25 and keeping requirements to stub streets to adjacent property. Anderson Development representatives objected to not being allowed to speak and said barring a home at a cul-de-sac end could be a taking.
