Council, planners debate expanding downtown CC-1 zone; UDOT says State Street widening construction likely in 2024

December 1, 2020, 4:00 p.m. · Held electronically (COVID-19 emergency)

In a joint work session with the Planning Commission, council members debated where to draw the boundaries of the downtown CC-1 zone, which was recently opened to high-density housing, with several favoring a line along back property lines to protect homes on 100 South. UDOT project manager Eric Mason said right-of-way costs on the State Street (US-89) widening from Pleasant Grove to 500 East used up the original funding and construction is now expected in spring 2024. Staff also reported on strategic goals including a possible property tax increase, citywide fiber and the 200 South CRA.

  1. Item 1 · Zoning

Downtown CC-1 zone boundaries (joint with Planning Commission)

Discussed · Downtown American Fork, roughly 100 North to 100 South, 100 West to 300 East

Senior Planner Adam Olsen showed a map that would square off the downtown CC-1 zone along streets, adding areas such as the Tabernacle block and land along 100 South to 100 West, and removing two homes. Council Member Shelton worried about tall housing behind or across from single-family homes and suggested a feathered height approach or overlay; Commissioner Christine Andersen and Council Member Carroll favored using back lot lines as the boundary so 100 South keeps homes on both sides. Commissioner Ryan Hunter opposed rezoning new twin homes near 100 South. Council Member Carroll disclosed family interest in property in the area; legal counsel said she could participate. The Planning Commission will refine the map.

UDOT update on State Street (US-89) widening

Discussed · State Street (US-89), 200 South Pleasant Grove to 500 East American Fork

UDOT project manager Eric Mason said the 2.25-mile widening from 200 South in Pleasant Grove to 500 East in American Fork will add three through lanes each way, a median, buffered bike lanes and rebuilt intersections at 500 East, 700 East and North County Boulevard; a new signal at 860 East was split off as a separate project to start within a month and finish by spring. High right-of-way costs used up the original funding; acquisition should finish within months and construction is planned for spring 2024, possibly 2023. Council members asked about the Rail Line Trail, 700 East grade changes and the speed limit, which will stay the same.

    • Length: 2.25 miles
    • New signal at 860 East to be installed separately, winter 2020-21
