City Administrator David Bunker briefed the council on updating impact fees with consultant Zions, using new master plans, with adoption expected after a meeting with home builders and a 90-day notice period. Finance Director Anna Montoya reviewed sanitation and storm drain budgets: recycling charges barely cover Republic Services' contract and the storm drain fund holds about $9 million because capital work has lagged.

Bunker explained impact fees under Utah Code 11-36a and court cases including Banbury v. South Jordan and Homebuilders Association v. American Fork, and said fees can pay only for growth's share (for example the upsizing share of a 600 East water line to serve the TOD). Zions is updating fees last revised in 2017, using water, sewer, roads and storm drain master plans; developers are vested at rates in effect when they apply. Shelton cited the new 36-inch water line as an example of a need not foreseen three years earlier.

Sanitation revenue up 2.7% and expenses up 2.2% (about $21,500) under the Republic Services contract, which runs to 2023; Republic charges $5.38 per recycling can and the city $5.40, so rates may need to rise again. Storm drain capital spending tied to road work is about $706,000, up about $817,000, drawn from a $9 million fund balance that built up because the capital plan lagged. About $2.5 million of 200 South storm drain work (about 10% of the project) is impact-fee eligible. Shelton urged spending on small fixes and green waste options at North Pointe as TSSD stops taking green waste.
