August 26, 2025, 7:00 p.m. · American Fork City Hall, 31 N. Church St.
After Police Chief Cameron Paul described an investigation in which several customers said they received sexual services and two employees were charged with prostitution, the council unanimously revoked the business license of Millett Massage Spa at 377 East 60 South over its attorney's objection that the evidence was hearsay. Chief Paul said three customers admitted receiving paid sexual services, a July 10 search warrant was served with Homeland Security Investigations, two employees were charged with prostitution July 17, and another case opened Aug. 7; employees were living at the business; about $5,000 cash was seized. Attorney Run-Zhi Lai said the claims were hearsay, the employees no longer work there and the owner would add training. Hunter said moving the employees out of state for work sounded like trafficking. The council adopted findings and revoked the license.

Brittany Snow, chair of the Historic Preservation Commission, urged the city to acquire the remaining log cabin, bungalow, arches and gardens of the Chipman Mansion and Fitzen Gardens at 280 South Center Street after a June 7, 2025 fire destroyed the main house, and add them to the adjacent park. Greg Hazard, a parent of two disabled children and property owner, said accessible stalls on city property are not ADA-compliant and the police department lot with 53 stalls needs three to four. Seth Stewart asked the council to shut down HW Romance Boutique at 63 East Main Street as a public nuisance.
