Council approves reimbursing developer for new 900 West signal by Costco over Carroll's traffic objections; renews Chamber economic development deal

June 9, 2020, 7:00 p.m. · Held electronically (COVID-19 emergency)

Over Staci Carroll's objection that a new traffic light between State Street and the existing signal would fall well short of UDOT's quarter-mile spacing guideline, the council voted 4-1 to approve a reimbursement agreement with JKG, LLC for 900 West improvements including the signal near Costco. It also approved a 700 South reimbursement agreement with Woodside Homes, a revised 620/700 South road cross section, a pick-up of public safety Tier II retirement contributions and a renewed economic development contract with the Chamber of Commerce that adds downtown revitalization tasks.

Approved · 4-1 · 900 West near State Street (Costco entrance)

Agreement reimbursing developer JKG, LLC for required 900 West improvements, including a new traffic signal at the Costco entrance and an extended non-mountable median replacing the center turn lane. Carroll said existing signals are about 1,390 feet apart and a light between them would fall far below UDOT's 1,320-foot guideline, and asked for traffic modeling first; Christiansen worried about northbound backups onto State Street. Public Works Director Scott Sensanbaugher said a warrant analysis showed the signal is needed for safety and a progression study would set timing. Bunker said the signal has been discussed for at least five years, Costco (in Lehi) has signal pedestals in place, approved Crown Burger and bank projects included the signal, and the city is on the hook for reimbursement.
