The 2016 goal is 15% of the workforce living in the city; by the end of 2025, 731 units were in operation, and the council later raised the 2032 target to 1,864 units, leaving 863 affordable units to build. Council reviewed six city-owned parcels and projects including Clark Ranch, EngineHouse, Woodside Phase II and Bonanza 5-acre. Woodside Phase II will wait on Planning Commission action on the senior center. Staff will return with expanded numbers and a scope for a housing needs assessment. No vote.

    Golf master plan (work session)

    Discussed

The plan totals $15 million ($12 million construction, $3 million design and soft costs), with irrigation replacement the top priority at an estimated $6 million. Proposed phasing is $1.5 million in FY27 and $6.75 million in each of FY28 and FY29, which would require a capital plan adjustment. Staff estimated a 60% revenue reduction during construction. Council Member Ciraco did not want to proceed with the full project; Council Member Parigian favored moving forward. No vote.

    Discussed

Proposed resident or charitable rates include $125 an hour for the community event space ($750 a day) and $45 an hour for a standard classroom; visitor or commercial rates are $200 and $60. Council Member Toly said the rates were too low; the mayor and Council Member Parigian saw a larger revenue opportunity. Staff returns October 1 for adoption. No vote.

  5. Item WS3 · Parks

Basketball court wall at The MINE (work session)

    Discussed

Removing the wall would cost $112,996, which is not in the budget; a tennis court rebuild could exceed $250,000 if the slab were damaged. The mayor summarized direction as waiting until the project is complete, then re-evaluating. No vote.
